The Office of Hennepin County Attorney is an independent, nonpartisan position of trust and requires a deep dedication to Justice - for Everyone.

It is not a position for the divisive 'left-wing / right-wing' fingerpointing that's plaguing politics today.

For the last 12 years Paul has served as an Assistant County Attorney - and he has been a prosecutor for over 25 years.

He's doing the work right now. So he won't require "on-the-job training" as our County Attorney.

And as a past Minneapolis City Council President, he has the actual leadership experience to challenge partisans - and fight for the resources necessary - to reduce crime and pursue Justice.

There is very serious work to be done in Hennepin - and we need an experienced, independent, nonpartisan County Attorney to make the hard decisions that 'Justice for Everyone' demands.

Watch: 

As Hennepin County Attorney, Paul will:  

▪ Request significant bail and conditions for repeat felons and for felons on probation or supervised release.
▪ Hold violent offenders who are on probation for presumptive sentences
without bail pending speedy violation hearings whenever possible.
▪ Focus prosecutions on repeat offenders and file speedy trial demands on behalf of the public when necessary.
▪ Strengthen partnerships between law enforcement, corrections and probation officers, and the County Attorney’s Office.

Watch:

As Hennepin County Attorney, Paul will:  

▪Meet personally with the family of every homicide victim.
▪ Increase the use of community-impact statements at sentencing hearings.
▪ Ensure transparency to victims as to all charging and settlement negotiations.
▪ Enhance culturally competent communication efforts to victims within BIPOC and immigrant communities, leveraging community organizations to provide resources and support.

Watch:

As Hennepin County Attorney, Paul will:   

▪ Partner with law enforcement, ATF, and the Department of Corrections to supervise and monitor gun offenders for illegal firearms or unlawful possession of firearms.
▪ Aggressively prosecute cases involving stolen or illegal firearms

As Hennepin County Attorney, Paul will:  

▪ Work with Hennepin County Bench to update policies regarding the detention of violent juvenile offenders, protecting the public and the offender.
▪ Require serious juvenile offenders to be seen by a judge prior to release from custody.
▪ Lead a metro-wide effort for a state-of-the-art juvenile detention facility in partnership with other counties for pre-adjudication detention of serious violent juvenile offenders with mental health and chemical dependency services.

Watch:

As Hennepin County Attorney, Paul will: 

▪ Support legislation creating a new Carjacking offense with mandatory penalties.
▪ Partner with the US Attorney and federal, state, and local law enforcement agencies to address carjacking “rings” and dangerous offenders.
▪ Increase the charging and conviction rates on motor vehicle thefts that are gateway offenses to carjackings.

Watch:

As Hennepin County Attorney, Paul will:  

▪ Support common sense legislation that increases the penalties for possession and sale of fentanyl to equal penalties for heroin sale and
possession (fentanyl is 50 times more potent than heroin).
▪ Support legislation to make fentanyl a Schedule I controlled substance.
▪ Partner with US Attorney’s Office, public health agencies, law enforcement, and the community to reduce fentanyl use and overdoses in Hennepin County.
▪ Prosecute dealers who knowingly sell fentanyl resulting in overdose or death with felony assault or Third-Degree Homicide.

As Hennepin County Attorney, Paul will:  

▪ Reject proposals to uniformly stop charging “lower-level” felony offenses.
▪ Reject proposals to uniformly charge certain felony offenses as misdemeanors or gross misdemeanors.

As Hennepin County Attorney, Paul will:  

▪ Ensure there is no prohibition on the use of evidence seized after a lawful investigative stop of a motor vehicle—especially illegal firearms.
▪ Ensure substantial added jail time for any offender who dangerously flees the police, requiring law enforcement to end the pursuit.
▪ Support legislation creating a more serious felony for recklessly fleeing from law enforcement.

As Hennepin County Attorney, Paul will:  

▪ Create a public dashboard to provide the public with data on felony cases charged and declined for all categories of cases.
▪ Ensure all charge declination letters will be public documents with redactions when appropriate.
▪ Strengthen the County Attorney’s relationship with law enforcement and ensure consultation on charging decisions.

As Hennepin County Attorney, Paul will:  

▪ Create a county-wide working group consisting of local, state, and federal law enforcement, local and state elected officials, probation and corrections personnel, and community leaders. The steering group will meet regularly and publicly and will hold itself accountable for results.

The relationship between the Hennepin County Attorney’s Office and law enforcement is broken. As County Attorney, my first priority will be to rebuild this relationship. We cannot achieve public safety and police reform without a strong partnership between the County Attorney’s Office and local law enforcement.
Hennepin County residents deserve real-time information on the use of prosecutorial discretion, disparate impacts of charging decisions on communities of color and bail and sentencing for violent offenders. I will create a public website that will share information to Hennepin County residents and will hold an annual public hearing to present the data and hear from the public.
A relatively small number of violent offenders are making our communities unsafe. Alternatives to bail for low-level offenders make sense. Dangerous and repeat offenders, however, should not be released into our communities without significant bail or conditions. Some offenders need to be locked up to keep us safe.
Dangerous narcotics are killing at an unprecedented rate. Fentanyl, a narcotic 50 times stronger than heroin, is causing the vast majority of these deaths. We need to hold accountable those who knowingly are selling this poison to our kids. We also need to hold accountable the drug kingpins and the drug cartels who sell drugs for profit. We can hold profiteers and sellers of poison accountable while also recognizing that imprisonment for addiction is wrong. We must redouble our efforts at addiction treatment and make sure we limit collateral consequences for low level drug offenders.
Sadly the upcoming campaigns for Legislature and Governor will be filled with vitriol, misinformation, and division. I pledge to listen to all voices. No one will have a veto but everyone will have a voice. There is so much we can agree on if we put down our partisan weapons and get to work.
A prosecutor’s role is to seek justice not to win. Any prosecutor in my office who knowingly fails to disclose evidence to the defense or who violates the rights of a defendant will face discipline. Our office will disclose any sustained violations against a law enforcement witness subject to an in camera review for personnel data as necessary. I oppose a “Brady List” that would permanently ban an officer from testifying.
Labeling low-level offenders as felons for life has been a destructive force in our communities. Good people who made mistakes when they were young are discouraged from seeking employment and find it difficult to gain a professional license or a place to live. This is cruel, unwise and counterproductive. It does not make us safer. I will expand alternatives to felony convictions while still requiring probation, restitution and accountability.
Efforts to punish all police, and the communities that most need the police by defunding the police, are destructive and wrong. Blanket policies that ignore the challenges of police work are dangerous. Strict policies governing the pursuit of felons fleeing arrest are critical. Sending a message to law enforcement that they should simply allow a suspect to flee without giving chase is lawlessness. Vigilant and transparent review of traffic stops for racial disparities is essential. We must never tell police to ignore felony warrants, illegal firearms or dangerous narcotics when making a traffic stop.

Following law school at the University of Minnesota, I was an Assistant Blue Earth County Attorney in Mankato appearing in juvenile court and enforcing child support orders for children living in poverty.

For twelve years I represented suburban communities as general counsel and city prosecutor.

My wife and I have lived in our northeast Minneapolis home for 33 years and we are blessed with two adult children.

I served on the Minneapolis City Council from 1998-2009 – and as Council President from 2002-2006.

I also served as Chair of the Ways and Means Committee, Member of the Public Safety Committee, and Chair of the Hennepin County Criminal Justice Coordinating Committee.

I earned a reputation for fairness, integrity, independence, and hard work.

I led efforts for financial and regulatory reforms.

I built relationships with business owners, immigrants, and neighborhood organizations.

I partnered with artists to create the internationally recognized Northeast Minneapolis Arts District – and continue to serve as a volunteer board member to this day.

For the past twelve years as an Assistant County Attorney, I have served as a senior prosecutor to Anoka County.

I have worked with our outstanding drug task force to hold accountable drug trafficking kingpins that poison our children for profit.

I have also led changes to our drug charging policies to reduce collateral consequences – and encourage treatment over incarceration of low-level drug offenders.

I have seen firsthand the heartbreak of victims of violent crime – and the dedication of law enforcement professionals. 

I have dedicated my volunteer engagement to creating a political culture that brings us together and rebuilds faith in our civic institutions.

For the past decade I have co-chaired No Labels Minnesota – an organization supporting the Problem Solvers Caucus in Congress and working for progress through bipartisanship in St. Paul.

As board member of the Minnesota Coalition on Government Information I have taken a leadership position in litigation against the City of Minneapolis for the “sleight of hand” that we allege hides police disciplinary records from the public .

My career in public service has been a tremendous responsibility but also a great privilige. Using my experience and passion towards being your Hennepin County Attorney would be a great honor.
